It is with great respect and enthusiasm that I recommend Mr. Pernell Jones for appointment as a Justice of the Peace (Criminal Court) with the Ontario Court of Justice.

I am an Associate Professor at the Ivey Business School, Western University, where I lead the Sustainable Finance Lab and teach courses in sustainable finance and social innovation. My work focuses on developing partnerships among universities, community organizations, and Indigenous Nations to address social and environmental challenges through collaborative, ethical approaches.

I came to know Pernell through our partnership between the John Howard Society of London and  Ivey Business School, where he plays a central role in shaping a community-engaged learning program for our students. Together, we design and deliver projects that bring future business leaders into direct conversation with communities, addressing issues such as justice reform, reconciliation, and systemic inequality. Pernell has been instrumental in guiding this collaboration with care, integrity, and vision — ensuring that our work remains grounded in respect and reciprocity.

From the beginning of our partnership, Pernell stood out as someone who leads quietly but with extraordinary impact. He is deeply grounded in community, yet strategic in vision. Whether facilitating alliances between Indigenous and non-Indigenous organizations or supporting individuals seeking a second chance, Pernell approaches each situation with fairness, humility, and compassion. He listens carefully, reflects before acting, and seeks solutions that honour both people and process. These qualities — integrity, sound judgment, and empathy — are the very foundation of the Justice of the Peace role.

Pernell also possesses exceptional interpersonal and communication skills, which he uses to bridge worlds that too often remain separate. I have seen him engage respectfully with colleagues and students, and community members, fostering trust and shared purpose. His capacity to foster dialogue across difference reflects not only cross-cultural competence but also a genuine interest in humanity — a central criterion for the JPAAC’s selection.

What continues to impress me is Pernell’s sustained commitment to service. His dedication is not episodic but enduring — built through years of leadership in restorative justice, youth support, and community development. He brings the patience required to listen deeply, the courage to speak with integrity, and the wisdom to act when others hesitate. In every sense, he embodies the fairness, empathy, and judgment required of a Justice of the Peace in Ontario’s criminal courts.
